Active in IPEC Europe since 1992, Patricia is a Pharmacist and Docteur d'etat es sciences pharmaceutiques from the University of Pharmacy (Paris XI-France). Patricia's current job is Life Sciences Risk manager for Dow Corning. A past chair of the IPEC Europe's GMP committee, Patricia achieved harmonisation of GMP guidelines with IPEC Americas. In addition to this Patricia contributed as co-chair to the Safety committee in IPEC Europe to develop the IPEC European safety guidance for novel excipients. Part of the various expert networks for Quality and Regulatory standards, including WHO, especially in the field of good practices for excipients.

Ms. Skutnik is the Director /Team Leader of Quality & Regulatory Policy at Pfizer, in that role she is responsible for working with various trade associations and also developing Pfizer Positions on Quality and CMC issues. Previously she was been the Leader of the Technical Affairs group at Pfizer. She has over 10 years experience and expertise in compendial activities and quality and regulatory policy, spanning two companies. She has held a variety of positions spanning from responsibilities in documentation, change control, analytical method validation, and product launch. Ms. Skutnik earned a Bachelors of Science from the University of Connecticut in 1994. She is the Chair of PhRMA’s Compendial Liaison Team; and the PhRMA Topic Leader for the ICH Topic – Q4B Regulatory Acceptance of Pharmacopoeial Interchangeability. Ms. Skutnik is the current Chair of the International Pharmaceutical Excipient Council of the Americas and served as Chair of the International Pharmaceutical Excipients Association’s (IPEC) Compendial Review/Harmonization Workgroup (1999 - 2007).

Chairman of IPEC Japan since 2005 and a board member of Shin-Etsu Chemical Co., Ltd since 2002. Graduated in Agricultural chemistry at Tokyo University. He is currently Director of the Organic Chemicals Division of Shin-Etsu, which consists of the Cellulose & Pharmaceutical Excipients Department and the Fine Chemicals Department.
